This is the employees' entrance to the Department of Libraries in the back of the Pavilion Office Building at 109 State Street, under the (slightly retouched) "The Pavilion" sign. For security reasons, you need to enter on the Gov Davis Ave side nowadays unless you have a security pass with an awful picture of yourself on it.
